Welcome to the site, and the world of SimCity 4!

First of all, if you have the CD version of SC4 Deluxe, make sure your game is fully updated to 1.1.640.0 .
However, this is not necessary if you've acquired the digital version, which comes ready to play.

To update the game, first download the EP1 update from here, selecting the correct SKU version for your game's region. Then extract / copy the installer to your Desktop and execute it. The necessary files will then be updated. Once done, hover your mouse over your SimCity 4.exe file, located in "C:\Program Files (x86)\Maxis\SimCity 4 Deluxe\Apps" . The version number should then read 1.1.638.0 .

The majority of mods (new buildings) feature custom night lighting. But as they're custom made buildings (called BATs), to see the night lights you'll need to apply the SC4 Buildings Update, available here. It's installed the same way as the first one.

Once you've done this, you will have the base to get started with custom content.

There are literally thousands of mods available, both here on the STEX, and at other file exchanges, such as the LEX and the PLEX. Not all mods will suit everyone, so really, most are down to personal preference. When installing new custom content (especially mods), I always recommend trialling them first in a separate test "holding bay" region, to see if they would be suitable for your primary cities. If not, they can easily be removed without any trace or side effects.

  • (NAM): Considered the most essential mod by most players. It fixes the game's broken traffic simulator and adds a huge variety of new transportation options. Due to its complexity, just be careful to read the instructions prior to use.

Also, some of the the most recommended mods are listed here:

Little Big Plugins and in

As for other mods, I personally recommend experimenting with Pegasus' water mods.
Also, check out SimFox's which makes the game's lighting more realistic, especially at night.

Hope this is helpful!

Please ask if you have any questions about any of this. ;)

A comprehensive answer.  Well said.

I can imagine that question is asked quite a bit around here, probably good just to have it saved as a .txt, or .doc. Just copy/paste anytime someone asks that question. lol

Word of advice Jacklee, take it slow with downloading SC4 content. Make sure to read ALL of the Read-Me's in their entirety. It's very easy to get overwhelmed with all the content to be had from the mentioned sites above. Especially when it comes to the dependencies for everything. You'll know what I mean soon enough.

Another good habit. Don't just go downloading everything to your Plugins folder and think that's that. You want to make sure to create a folder structure that will allow you easy acces to any of the Mods, or Lots. Things might or might not work at first, but you don't want to have to go looking through the mess to find specific files.

Here is just an example of my own folder structure

FolderStructure.jpg

And trust me, just when you think you've got a grasp on SC4, you'll find yet another Mod that'll completely change your style of play.

Make sure to post pics in the "Show Me" section of the forum. Can never have enough images of other mayor's creations.

EDIT: All that and I didn't even recommend any Mods..   where's my head.

Must Haves:

NAM

SPAM

I-HT No Jobs Fix (be careful of installation instructions on this one)

Bridge Height Mod

IRM (Industrial Revolution Mod) and all it's add-on/fillers

Less Abandonment Mod

Popular (not specific)

Water Mods

Street Side Mods

Tree Mods

Terrain Mods

There are just so many more, but most from this point on are personal preference things

Other than NAM, I have no recommendations.  Everyone has his own party.  Your playing style is unique to you, and you must be creative on your own.  Creativity is the inverse of the number of participants.
