That's an interesting little thread on the EA forum. I'll have to head over to the test server tomorrow for a look.

There may be something fishy going on at the 18M guy's region. I took a closer look and could find no traffic at all anywhere.

 

 

 

Later edit: I didn't visit any other region with the player not there before so perhaps this is what a city looks like dormant. If so disregard my 'fishy' comment.

Where would they go? No shops, no parks, workplace. Anyway such cities are pointless. It's not like you actually have 1.7mil pop. You have few tenths of thousands of agents that don't even go out of their homes.
