Regional Recycle Plant Issues

So I have a city with close to 300k population that has severe recycle issues.

 

My recyclable count is around 47k cans.  I have one recycle plant in the city and it handles around 5 to 7k cans of material.  I set up a city next door and gave it a bunch of cash and three recycle plants with max trucks, then I gifted the trucks to my main city.

 

The trucks go to my main city, fill up, and return to the one recycle plant in that city.  I would think they would return home with full containers and drop them at my three empty recycle plants but that is not happening.  I get a small amount but nowhere near what I need to keep them running.  The main city is overflowing with material that never gets picked up and my garbage city is going broke supporting three plants that never pay for themselves.

 

I can't help but think that this mechanic is broken.

Some men spent their days tracking & killing animals to B-B-Q at night while they were drinking beer. These men were called "conservatives". Other men who were weaker & less skilled at hunting learned to live off the conservatives by showing up for the nightly B-B-Q's & doing the sewing, fetching & hair dressing. They were called "progressives".

In short, you send the trucks, they pick the the recyclables and come back the first time. They deposit the recyclables and get payed for the service. After that they get stuck in the garages and don't go back to pick up more. That is how your city where the center is sees the whole thing.

 

Your other city will get visited by those trucks every day and they will keep taking the recyclables away, but you will notice that the counter doesn't reset. Also those 47k cans are a bug. There can't be that many. I have a city that fills up 12k garbage cans a day, yet it is always clean even when the garbage trucks from the other city pick up 2-3k.

    Nice... Well, I guess I will shut down those two cities until the bug gets fixed. :(
