Build a college or a university to get tech level and education level up, then make a recycling station. Give the recycling station alloy units. Then build a trade station, and give it bays for Alloy, Plastic and Processors. Set Alloy to use, Plastic to import, and Processors to export. Add to it as far as your economy allows. Eventually, you'll need to import alloy as well. Soon after that, you should be able to start making TVs and computers.

What I did was set up the basic resources (oil, ore and coal) and build those until I got smelters  ( recycling was too finicky for my city, it worked maybe 1 hour a day) and refinery. I then plopped a college in the middle of my industry and unlocked the processor factory. I used profits from mining and drilling to offset building the processor factories until those took off. I then expanded production on the entire supply line.  Sold 400k of processors a day.

Smelting plants and mines of both sources help. But if you lack oil, recycling center is the way to go. However, to reel in the plastic you need better educated sims, and this goes hand in hand with a burgeoning E city.
