Heroes and Villains, and their function in multiplay

It seems like a simple add on, but when one city opts for evil and another city takes up the good cause, multiplayer can take a competitive turn rather than the usual cooperative humdrum.

 

I've read online how some hate public game since there are those who choose to antagonize rather than cooperate. Properly understood, a world without Dr. Vu's many advantages (tech and tourism boosts) allows the player to focus MaxisMan to take care of other emergencies, and often with an upper hand in cost and mobility.

 

I just think it's cool that players can brew conflict between cities in the same region, with each side gaining their respective pluses. To develop these heroes, however, require micromanaging emergency services such as limiting the police to allow the henchmen open reign (and loot!) and to give MaxisMan a chance to actually capture criminals. Also, taking the time to release minions under the cover of night, I think, is a cool little detail. This happens to also avoid the problems of traffic which is also the perfect time for MaxMan to zip around in his car before you gain his UFO.

 

I finally tried the hero and villain, unfortunately only in the same city...

 

...come to think of it, do heroes and villains operate throughout the region the same way a police car or dump truck is volunteered?

    on 2nd thought i guess both superheroes can coexist without crossing swords...

    I didn't think they could be shared from city to city, I rarely build them anymore, it adds an hourly cost to your city then you have to pay to activate MaxisMan

     

    MaxisMan: I sometimes build him in my cities although only maxed his mansion 2 times, once you get the UFO like you called it (I think it's called the reticulator) it's very easy to upgrade him, it's like 1k points per fire (I think it depends on the size of the building) but I have the hardest time getting him to that point

     

    Dr. Vu: I build him even less, I've maxed his building every time I build it (except for 1 city where MaxisMas was already maxed), but it provides me with no benefits, all my high tech cities already have a university in them, what's the point of having Dr. Vu upgrade them then? and I've never placed him in a tourist city, they already have too much crime from casinos, why add more crime to that

     

    but I guess I should start trying to build them more to give me something else to do in the cities, cause it is fun to watch them work, especially to watch MaxisMan fight Dr. Vu's robot, lol

     

    I don't think MaxisMan has been in any SimCity game that I remember but I know Dr. Vu has, Dr. Vu sometimes appeared in SimCity 2000's newspaper and he was also in SimCity 4 Rush Hour when you played the evil missions and when you built Area 52
