how does sharing vehicles work?

I know how to share vehicles with neighboring cities, but explain how it actually works in the game? I've been wondering since I started playing weather the vehicle stays in your city and only goes to the other city when it's needed or if it leaves your city and only helps your neighbor's city and the money you get for sharing it never covers the cost of the vehicle you share

You have city A and city B. 

 

You send from A to B, 2 ambulances, 2 police cars, 1 fire truck. You send from B to A, 2 ambulances, 2 police cars, 1 fire truck. When your playing in city A it receives money for police, health and fire coverage of city B. When your playing in city B it receives money for police, health and fire coverage of city A. 

 

When playing cities A or B, your vehicles never actually leave your city because they are copy pasted to the other city.

so you could actually share all of your vehicles in one city and the vehicles that stay in that city remain the same and might get more if the other city shares with you, is that correct?

I have wondered this! I have sent garbage trucks before and Recieved about 300$ and on a police deal but it doesn't cover the cost of the units!
