Contributing to a Great Works

Is there a limit to the number of cities that can contribute to a great works? I am currently playing on the Reflection Atoll map. I had 4 cities active and started my first great work, the Airport. There is only one great work site on that map for those of you who haven't played there yet. I started a 5th city, and when looking at the region from that 5th city, the great work is gone, it's blank and keeps prompting me to build there. I thought it was gone for good, but upon reloading the other 4 cities, they all see it and can contribute. It is just this 5th city that sees a blank plot.

Why can't this 5th city see it when the other 4 can? This is causing a lot of trouble for me because of course the Airport needs a lot of metal and alloy, and the 5th city is Ingot Landing, the big Ore/Smelting city...go figure...

I did have a problem of roads not connecting directly to the great works seems that even with transport and such things that you don't have connection between all cities in the region or am I missing something?

Dont RUSH to do Great works my experiance has shown it dont work any way in this instance it took a certain amount of metal and alloy, but after sending over 100,000 tvs i still have 0 zilch zero and seems metal and alloy have stalled. BTW i have had to buy the same great works site twice so far it dont realise its already built, glad Alt +W is a quick way to get your money back in the treasury. At least 1 of the cheat keys work not all seem to do much of anything other than throw up notes that its been disabled. for anybody interested and not figured them out here is some helpfull hints:

Infinite water
If you place a water pump (using filtration pumps) directly next to a sewage treatment plant, it allows for unlimited water. The sewage treatment plant adds back into the ground water table at that spot. The filtration pumps ensure your water will not get polluted from the ground pollution that occurs. When using this trick, you can pick one of the four clustered cities in your tradable region to keep using the trick repeatedly. This will provide a massive amount of water that can be purchased. You can then buy from that massive source while building the other three cities. This will save you the need to place a water source and sewage treatment plant. This can be done for any utility/service.
