New Region - No Crime?

I started a new region last night. I just noticed I didn't have a clinic nor a police station. My city has 27k population with no crime, no criminals, no sick people, no injured people...

 

Anyone else having this issue?

I've had the no crime in my city on a new region before, until I started my 2nd city, I guess the city itself created no crime because it didn't have neighbors yet and had good ecucation in the city, education usually lowers the amount of criminals per day, all the crime came from the neighbor city once I started building it, but I never had no health issues before, btw I wouldn't really call that a problem, lol

I've sen extended periods of zero crime until one of the following happens:

 

1. A casino goes in nearby or you put one in your city

2. The city hits an unknown education to population size ratio - small uneducated towns are usually crime free.

3. Your city becomes well connected to a nearby city with a crime problem.

I too have seen the same. But this wasn't some 500 person village, it has almost 30k people. Also, it isn't just crime. Like I said, no sick/injured people in a mining town...very odd.
