I know you can upgrade streets but whats the best way to move from street to avenue?

I have upgraded my streets to high density but want to deal better with the traffic so want an avenue. The problem is i do not want to delete roads which will delete the houses on it resulting in populations drop haha

Unfortunately, the game doesn't allow to upgrade to avenue streets from the double lanes.  I wish it did.   Either you have to design the city with avenue streets from the outset, or plow and plop new streets.   My suggestion is to do this one block at a time, so that you aren't causing huge worker shortages as it takes time for people to move back in.   There is no easy way.
