no shoppers

There is no shoppers in my city.  

though commercial building has goods, they cannot sell it to shoppers, so they became black. the reason : no shoppers.  

more funny thing is, when shoppers comes from other city with bus, they are DISAPPEARING.

you can see some blue sim is gone. you think shoppers is going to building. but in normal there is animation waving into buildings.

i deleted all of building(RCI building) and rebuilt, shoppers is so many in the early time, but the result is same. what is it?

I see the same issue.  I have tourists come to my city but there are no shoppers.  I'll click on a residential house and it will say "Where is the shopping in this town" I have commercial right next to it though which is going out of business because there are no shoppers.  The residential and commercial are both $$ wealth level so that shouldn't be the issue.  This seems like a major issue in the game and is preventing me from making a good tourism based city.
