You should destroy your business and industry to help resolve the traffic issue. Sims don't actually need to have jobs. Just build some parks to compensate.

To be honest with you, your traffic doesn't look that bad. Without data map overlays I can't tell just home much crime and germs you actually have, but to combat the germ problem you could plop a hospital with the Wellness Centre addition (it's a preventative measure much like the fire marshal).

If your traffic is causing you too many problems, try putting some mass transit stations at the entry and exit points of you "neighbourhoods". You can implement either buses or streetcars at this point.

Remember, though, that if a sim's destination is within 400 metres from their start-point, they'll simply walk.

Also it looks as though your population is too small for your industry and commerce - you have almost 2,000 unfilled jobs. This could mean your city services are understaffed and therefore nowhere near as efficient as they would otherwise be.

I recommend you focus first on increasing your population to about 40,000 before adding any more industry or city services.
