Hey Behedwin,

If you click the  :) icon at the bottom of your screen it will tell you what your populace thinks about the status of your city. Things that you do to change the status of your city often require time in order to reflect on the happiness of your citizens (like lowering taxes, improving services, etc). In order to find out how high you can tax each segmentation of your city you should start at something like 10% and once a day ramp it up by a percent. At the end of each day check their happiness and if they are complaining about high taxes, you've reached your limit and you should lower them by 1%. In my experience most of your population will be alright with 11% taxes providing that they don't have too much else to be upset about, except for high wealth, which complains at 11%.

It is quite simple, click on the happiness data tab.  Your RCI buildings will become Red, Orange, Yellow and Green.  If everything is green, don't touch your taxes.  If things are orange or even red, click on the red buildings and figure out what is wrong.  If you can solve their issue do that first.  If you are not able to solve their issue, that is the time to lower taxes.  When you click on the building, look at the $ value, and lower that specific tax by 1% (Department of Finance helps, because you only have to lower that tax bracket and not the entire amount which could hurt your revenues).

I see a lot of buildings, that aren't upgraded in density yet.  Click on them and find out what they need.  If they are happy all they need is time.  If they are upset, like Commercial doesn't have enough customers or workers, that means you bulldoze it, de-zone, and zone residential.  Same thing with residential.  If it says we have no money, bulldoze it, de-zone, and zone commercial.  Use the happiness map and density map.

Other examples: Health care, does it say Educated in residential, they are asking for parks nearby.  Do all those things first, and then when you can't help them anymore, and reached a good balance, then you lower taxes slightly.

Again use your data maps.  Click on Education and look at the education map.  Find where the purple kids are, and figure out why they aren't going to school.  Too far from a bus stop?  Traffic jammed so hard that school bus takes 2 hours to get there so the kids go home instead of school?  Watch the simulation with the data map and look at the purple kids.
