Cities are grouped into isolated chunks in region?

I realized that cities are grouped into 4, where each group is isolated (i.e. not connected by highways) in the region.

 

This drastically limits trading opportunities/commuting within the region!

 

Kinda frustrated as I built 2 cities near by just to find that they cannot be connected.......

Is this true? So even if you have a 16 city region not all of them will be connected to eachother?

That is funny because a region (including Great Works and empty space) is slightly smaller than a Cities XL city.

The way the region is set up isolates the cities into groups of 4, but using railways and such in certain maps you can somewhat shift things around. Takes a lot of communication though. Unfortunately trying that out has been very difficult since launch for the obvious reasons

yes, ive discovered same thing yesterday and its like 'facepalm/hands down' feeling, rail and ferry are just not reliable as a transport + you cant trade via them, so its a multiplayer with UP TO 4 PEOPLE playingand cooperating at once... thats impressive

intercity highways that clog with 2km lines of cares from the traffic between 50k towns are not helping also (in Italy they got only 2line 'highways' and they are never as clogged as this lal)

Wow... That's so sad. I am definitely not getting this game then unless it drops below $15. I thought that if you had a 16 player region then everyone could interact with eachother. But essentially the cities are just grouped into isolated groups of 4? What a pity.
