Low skill workers?

I've now had 2 nuclear reactors explode (sigh) because of low skill workers.

How can I get higher skill workers?

I've got a Grade School, High School, University and a few Public Libraries...all with lots of students.

Most of my residential seems to be middle class.

Well, you've got all that in place, but what portion of the population is actually attending? "lots of students" isn't very helpful. 500 elementary students in a city of 2500 is "lots." 500 elementary students in a city of 50,000 isn't very much...

One of the available overlays is education level.

But even without going into the overlays... do your residential buildings have solarpanels on them? If you have industrial buildings, what are their tech levels like? And if your entire populace is legitimately well educated, do you have more residents than jobs in town? Or more jobs than residents? If the latter, are uneducated workers commuting from out-of-town to man your nuclear powerplant?

There are a total of 2000 students enrolled across Grade, High School and University in a city of 60,000.

According to the Education Overlay, all residential areas are indeed educated/enrolled.

Residential buildings don't have solar panels (that I can tell), but the industrial buildings are all medium-high with tech levels.

I get the message "Worker Shortage" message a LOT (it's pretty much constant), so theoretically I have way more jobs than residents.

Not enough educated workers made it to the nuclear plant before it got filled up with unskilled workers. No sim actually holds a job..or even a house..or where they shop..it all changes daily... The agent system means that every morning...sims leave their designated house with the listed education..they then drive towards work...the first one they get to..they take..once that work is filled up...the next group moves on to the next place...and so on and so forth.... your poor power plant...got too many unskilled workers before enough skilled workers made it there for those days.....so either..avoid nuclear plants all together...or try to find a way to prevent unskilled workers from getting a head start to the power plant...aka if you have mass transit stops near the plant....shut them down. If there is a lot of unskilled housing nearby...turn them to medium wealth or better..

As you expand your businesses by making them high density you increase their capacity for workers, leaving other factories short and demanding more workers.  If you increase the density of all your residential buildings you will get more workers, however at the same time you then increase the number of people who can fall ill or become criminals, some of those criminals will set fire to buildings which will require you to expand your schooling, policing and fire fighting forces, your garbage dumps, water and sewage pumps will get more overworked so you'll need to expand them or build more of them, your roads will become more congested which will slow down emergency services, garbage disposals, and traders.  You can attempt to bulldoze some of the factories and remove the industrial zone to avoid having to constantly blow them up if you don't have the capacity to handle more residents, but you may then start to suffer financially.

Another possible explanation could be down to the size of your commercial lots.  I think commercial businesses also hire sims, so if you have a lot of those in high density areas then your sims are working in commercial rather than industry.  Again you can solve this by demolishing some of the commercial lots if you want your sims working in factories instead.

If your finances have gone pear-shaped after removing some unused factories there are ways you can attempt to make up for it.  Recycling centers will help you in the long run by turning recyclables into sellable materials, which is a major profit if you have a large and thriving city even if your budget hits red.  You'll need more trading depots or extra storage in the trading port to ship it off so that your factories don't end up packed with too much freight that they can't sell it and go out of business, but they're well worth the investment.  If finances is still an issue then shut down some stuff you aren't immediately using to save money and activate it when you need to use it.  Also test all your parks, they may look pretty but check whether shutting it down affects the land value.  If it doesn't then you can bulldoze it as it's not really doing anything other than looking pretty and taking up space that can be used for building extra residential or commercial plots.

Being on top of things and watching for what needs temporarily shutting down is extremely important to help manage finances, for example check your water and sewage pumps as you may be able to do with one of the containers being switched off if the pressure is at max, switch off extra rooms or transport with emergency services if it's not needed, and switch off the specialization HQs if you don't need them (when you edit a building with multiple extensions you can select the extensions individually and shut them down instead of shutting down the whole building.)  Check everything and after you've switched off a few things keep regular tabs on them to see if they need switching on again, sometimes sims will give hints if something needs putting back on again.

Oh yeah, one other thing... watch for your roads getting congested.  Another reason for "low skilled workers" is if your students can't get to school to get educated or your workers can't get to work.

    Nuclear power is broken atm.

Broken game play can cause lack of skilled worked in anytime despite you have education/no traffic.

Nuclear power plant can melt even WITH skilled workforce.

If none of above happens you will probably get giant lizard/tornado/meteor attack your city and destroy your expensive nuclear tech.

University is not the most beneficial source of education.

You should get it only if you intend to start research.

High Schools are the way to go.

Remember it takes at least 3 types of sims to run a nuclear reactor and as your population increases so do the required number of workers. I'd need to know more about your town, but I believe that you may have too many Smithers ($$) and not enough Homers ($). Or you might want to check how many unfilled $$$ jobs you have.

You need college graduates across multiple wealth levels. My advice is to stay away from nuclear power unless you have a college in your city and a good surplus of educated workers.
