It sounds like you may have removed plugins after they had grown or had been placed in the city. When removing plugins, it is important to demolish items that use them before removing. If you can, you could try replacing the items you removed.

But i have still have problems with my mods, firstly after fixing the game to stop crashing A Nonny Moose said that i have to rename my plugins folder to plugins.old and it doesn't crash at all, but the weird thing is that another folder pop up named plugins in the programs files and when i move all the mods their, it started to crash again in the loading screen. So i wonder what should now? and can i fix it?

Yes, the name of the plugins folder must be "Plugins". If you rename it, the game will create a new empty one. If using this new empty one does not produce crashes but they start again after moving things back into it, then something in your plugins is probably what is causing the crashes. You'll need to check the plugins that you are using. This can be done one at a time or in groups by removing half at a time until the game stops crashing. Check for an explanation on how it can be done.

Also, I noticed you said "Program Files". Is that where you are placing all of your plugin additions to the game? The usual location for plugins is in the My Documents\SimCity 4\Plugins folder. Is there anything in that one?

Really?  Why did I suggest you move the plugins out of the game?  I wanted to know if the game had been damaged.  Clearly it is OK.

Now, you need to put those plugins back from the old folder into the newly created one a few at a time and test the game each time you do this.  When it crashes, the cause will be in the last batch you moved.  Take them out and put them back one by one, testing until you find the one that crashes your game.

Just jamming in the old set is not going to help when you have an incompatibility in there somewhere.  Now you have to find it.

Does it usually put all the plugins in the programs files not the document one?

The game doesn't have a preference over which plugins folder(s) are used. Both will be loaded by the game, although it's technically recommended to use the documents one. To locate the troublesome files, you'll need to apply the same method to both folders.

Should not.  If you reinstall the game you get a refreshed Plugin list containing only the sky textures in that folder.  All other plugins should be in Documents\SimCity 4\Plugins\

To which it do you have reference, pray?

That is a dangerous practice.  If you had to reinstall the game the Plugins folder in Program Files will be wiped out.  Put them all back in the user space Plugins folder where they will be saved.  Leave only the sky textures in the Program Files area.

There are other reasons as well, but I suspect you will never use your machine with more than one userid.
