Sudden problem with Terraformer

All of a sudden any region I did with terraformer is doing something strange. When I open a city then exit and save there is a solid dark blue line at the bottom of the city tile in region view. The line isn't there in city view. The region loads fine with terraformer. But when I save a city to get it to show the proper terrain instead of the animated view that line appears at the bottom. The line goes all the way across the bottom and is about the height of a square. I would post a screen shot of this but I don't know how to do that so I hope my explanation is sufficient.

From the description, it sounds like the large city rendering at high resolutions issue. You can check or

Thanks Cap. It was the resolution issue. I had tried changing the resolution before but didn't go in and resave the affected cities. Putting resolution below 1200 and resaving did the trick. Thanks for the help.

Could anyone offer help to obtaining the SC4 Terraformer Application?

It has been awhile since I have played SC4 and would like to create my own region...

Although, it may seem I do not have the software.
