Map Rendering: Terrain in Region View Problems

I'm running Simcity 4 Deluxe in Windows 7 64-bit using an Nvidia card in software mode due to the Nvidia problems. I've been running the game fine for a long time, but tonight for the first time on this machine I decided to download a new region map and render it. I did this many times on my old rig years ago without problems. Tonight, I chose the Digby map from the STEX.

I followed all the rendering instructions as far as I can tell. The game rendered the region map and created the city and ini files. But when done, the region looked exactly like it did before I rendered the map--flat with no terrain. However, when I click one of the tiles and start a new city, the city's map is properly rendered--water, hills, ect. I didn't save the city, but went back to the region to find it was just as before--flat without any terrain. Left the game, reloaded the Digby region, same results. Flat terrain in region view. However, I reloaded the region again, started a new city, saved it this time, and in the region view the terrain now appears for that city tile but the rest of the region map is still flat.

This is so weird. Am I doing something wrong? Is there a bug here?

That sounds normal. My region view usually shows up spotty after rendering. Then, when you save a city tile for the first time, its representation in region view gets replaced by a real image with your correct terrain colors etc. Maybe, someone knows how to fix it, but I haven't seen any ill effects from it. You can also just open each tile and save it to get the view right, as you already discovered yourself.

There's no need to fix that odd looking color. It's quite normal for custom map. Save before exiting is the only way to change the look of the map. Also, don't ever reconcile the edges after opening a city. These steps applied for maps rendered by sc4terraformer or sc4mapper.
