Sorry, I looked at that this morning and concluded that I would have to add just too many packs of this and that. There is a horrendous list of stuff. Are you sure you have all of them? Also, note that they are aimed at level 5, so you will need a population around 20-30K for them to be selected.

Ordinarily I would download something like that, because I do think they look really nice. But lately I've been really concerned about having too many buildings of one particular style growing in my cities without allowing for some diversity, so I've been clearing a lot of stuff out of my plugins. If someone wants to make a city all one particular style, that's fine. But I've found that it can get boring really fast.

I agree with Nonny, that is a lot....a LOT....of dependencies to download. Granted, I already have most of them, but I don't feel like grabbing the rest just so I can check out this particular custom content....even though, as I said, it all really looks nice. Nevertheless, I took a look at the description and noted that the content will only grow in the European Building set. Do you have that enabled in your settings? Also, the stuff only grows in medium-density zones, so do you have a lot of those zones placed in your city?

It is worth noting that dependencies are required for models and props to show, but not having them won't prevent the lots from growing.

As the posters above have said, it does seem likely to be a tileset / density / growth stage related issue.

Here is some additional info that may help:

    Tileset

Because these buildings are made for the Euro tileset, they won't grow unless you select the Euro tileset option in the Building Style Control:

Note: You must have SC4 Rush Hour / Deluxe to have these controls.

    ------------------------------------------------------------------------------------------

    Zone Density

Low: Allows stages 1-3 to build.

Medium: Allows stages 4-6 to build.

High density is not required in this upload.

    ------------------------------------------------------------------------------------------

    Growth Stages

These figures show the required population to achieve each growth stage level. Only the stages used in the upload are listed:

    Residential (R§):

    Stage (required population):

    2 (300)

    3 (432)

    4 (746)

    5 (1547)

    6 (3206)

    Residential (R§§ and §§):

    Stage (required population):

    1 (0)

    2 (300)

    3 (507)

    4 (1114)

    5 (3181)

    6 (9086)

    7 (25952)

    Commercial Service (CS§§):

    Stage (required population):

    3 (507)

    4 (1114)

    5 (1882)

    6 (5376)

    7 (15356)

    From the description:

The size of the Lots are different depending on the stage and the purpose: 1x1, 1x2, 2x2, 2x4, 3x4, 4x4, 4x2. Click ctrl while you are zoning to get the size you want.

The lots are distributed this way:

    R$: 43 Lots stage 2 to 6

    R$$: 22 Lots stage 1 to 7

    R$$$: 10 Lots stage 1 to 7

    CS$$: 10 Lots stage 3 to 7

    ------------------------------------------------------------------------------------------

I also suggest you take a look at the Word document in the upload, with detailed information about each lot.
