Mod that would reduce residental/commercial capacity?

    Does any such mod exist,

    that would reduce the amount of people that live in a multy-story appartment or house and such?

    Also for commercial am wondering the same thing. I don't buy the idea of a small supermarket employing 100 people, sorry.

    Anyone know any such mod?
