Theoretically, if it is possible to override Maxis streetlights with custom models, then it should also be possible to override Maxis streetlights with an invisible model. There is no influence on the game because streetlights are merely eye candy, if I'm not mistaken, and do not have any effect.

The bad news is that a mod to remove streetlights altogether has not yet been written, at least not to my knowledge.

By the way, I just realised that you have bumped not one, but two threads asking this question. Please don't do that in future.
