Well, they'd need to get it out of the Smithsonian first.

In any case, neither it nor SpaceShipTwo reach up high enough. SpaceShipTwo is designed to go up to 110km. The ISS orbits at 400km.

I still think they should have kept Endeavour on standby in case some major emergency happens. It could capture a satellite that is in orbital decay and predicted to crash in a major city or perhaps deliver emergency supplies or perform rescue operations to the ISS.
