Now I got the extra cheats dll I can't stop plopping. It's ok in my no-demand region, but in my demandful region, there is only 1 building I want to plop. After that, can I uninstall the cheats, or what?

If you mean do you have to remove the Extra Cheat file after using it, then no, it doesn't affect anything. Just don't use the cheats if you don't want. Of course, if you don't want the file in your plugins for some reason, you can remove it without any consequence. Nothing that you've used it for will be altered.
