White screen in OpenGL city view

I have been trying to run SimCity 4 across my three monitors in Nvidia surround for a while now; I had previously given up and I had been running it spanning parts of two monitors in an awkward-sized window that was the same aspect ratio as my full screen size. Recently I tried using the command line flag "-d:OpenGL", and this made it so the game would run across all the monitors correctly, but when I click the button to load a city, the screen immediately becomes completely white. Jdenm8 suggested that I enable CSAA, but it did not help the issue.

I thought it might be an Nvidia Surround issue, so I tried running on only one monitor in full screen in OpenGL mode (1200x1920), and that also had the same problem. I've played with most of the in-game options to see if it would fix this (16-bit color, disabling fog, shadows, etc.). Has anyone experienced this problem before and found a solution?

The reason I want to use OpenGL is because I would rather have the game run at the lower resolution it usually runs at (1930x800) in full screen than have it in windowed mode. I don't really expect it to run at my full resolution (3860x1920), and it would probably cause the vertical resolution/city thumbnail bug anyway. I can't run in fullscreen with DirectX or software rendering because those both don't work correctly with portrait mode monitors such as mine. My graphics cards are two Nvidia GeForce GTX 570s, and I don't have any options enabled for SC4 in the Nvidia Control Panel.

I am not sure that you don't need a retro version of OpenGL. Glut is updated frequently, and some things get denigrated and then removed. I have had similar failures, but on Linux. I suspect you'd have to back your Glut package back to 2003 if possible.
