FULL REGION?

how can you tell if the region is full?, well i think i know how: i'm almost finished Fairview, its got 265k sim's spread over all but the last eleven tiles, but the last five small tiles i tried it wanted nothing but agriculture!, i had to plop a small population in each to get some more sim's, now there's seven small tiles left and i've given up on it.

For some reason the RCI is on strike and wants nothing to do with any more population- how annoying!

Is there a way of fooling the game into growing more sims?

265k is not very much, I got over 350k on a medium tile without using any kind of cheats, the demand in cities directly bordering this one were skyhigh. This might be an option for you.

You could of course also download a demand mod.

IMHO demand mods screw up the game so badly that it is not worth playing.

If you have 265,000 Sims on all of Fairview, you are not working very hard. I have nearly 700,000 Sims in my most active region and it is mostly green space. I admit that Fairview is rather a difficult map, but you have some large tiles there that can surely accommodate over 1,000,000 Sims and not be really crowded.

The secret to working with SimCity is that it is a leisure time activity of which I have ample being retired. Take it slow, let it develop. Do an in-game save, accept it, and walk away and let it run in Turtle mode for a while when you have something else to do. If it doesn't crash, and it usually doesn't without the loose nut holding the keyboard, it will develop in ways you have not foreseen. I sometimes leave it running when I go out for two hours to shop.

Leaving it running for several hours? Now that's an interesting idea, as long as you don't need to worry about funding, in-game safety etc. My record for Sim residents is only 130,000 or so... But it's over 9000!

True that 250K on a map like this isn't much, I remember having payed on it 7 or 8 years ago and brought it up to 700K or 800K before I made my own region (Nexis of Genesis) that I lost at 6.2 Million (about the same size as Fairview)

Filling a region can take yyeeeeeaaaaars and the game will never tell you that it is full. In fact, no one will. You only decide when it's finished and nothing can be added to it.

At the moment I am working on a very big region and have it to 11 Million. I started 4 years ago and play at least once every two weeks on it. It should be ready (filled) by the end of the year and I will open a CJ with it here on ST with all the tricks, tuts and stuff that I know about SC4.
