Congestion Problem

I have placed two bus stops and two passenger stations side by side. But the problem is that one of the two stations is overused and the other is used only by a few Sims.

Why congestion from one station is removed when there are two stations side by side?

I'd need a picture to make sure but my guess is

Because they are side by side.

your sims are basically saying " Why in da hell would i go to this station when the one next to it is alot less creepy because it has people in it" :|

I don't even know how a 1 way road is functional like that.

you've got the bus stops clustered too close together and it's duplicating effort, there's a BAT on the STEX that will give you some custom bus stops that have higher capacity than the default one, i find that my transport system works better when bus stops are scattered around a city so try moving one of them to the other side of the right hand railway station and replacing the one way roads with streets, since only buses go in there you don't need to worry about cars, maybe add a small car park outside the railway stations and remove that piece of unused avenue if its not going any where else it will only confuse the sims!(and save money!!)

sims don't want to walk, so they always take the shortest route possible. In this case they take the route from the upper busstation to the nearest railstation, If you would delete 1 busstation and build it closer to the other railstation the problem should be solved ;)

Make sure you have the latest NAM installed...that fixes a lot of silly things like this (Makes sims use the fastest route rather than the shortest route). I had a city with a ring motorway but no one used it, and chose to use all the small roads, but the name stops things like that as in reality people will use the faster motorwat etc. I also reccomend getting rid of the one way roads, as by the looks of it people can leave the stations but not enter. Also have a look at downloading a larger higher capacity station rather than using several smaller ones etc.
