How can you decide how many sims will live in a building?

I am in serious need to downscale a building by Glenni, called Pencil-67. This building appear on 1x1 lot, has 16 stores and seems to have 4 apartments per store. Now, if we give each apartment 4 people, which is already a lot, we come up with 256 people, meanwhile this building houses 800 sims... Cleary Glenni mistaked some calculation, so i am in need to downscale it for my use only. So, can someone please tell me where can i find the program to use to resize population of a building? I tryed with LeProp but doesn't work for that.

You can change all properties with SC4 Tool program or with Ilive Reader program ...

Steep learning curve, but you can do almost anything with it...including auto-adjusting the population of a building based on Maxis' occupancy formula. A quick test shows that Block 67 should have around 460 low wealth sims living in it. Furthermore, it should be a stage 8 and not a stage 5 (Maxis standards. 10 by CAM standards).
