When should I place airports?

I'm just wondering how you can tell when your commercial demand is capped and when to place an airport. Will that airport affect the city itself or the entire region?

Also... I have very low demand for my city. I have 17,000 people and commercial demand is just about over the line and stays pretty much stays there.

Airports will always give a boost to commercial sector, the question is: Will be the new taxes more than the airport cost? However, it also depends by what you want. If you're keeping the city small, among a region of larger cities, it is not worth of it, even if airport to my knowledge just affects the city, the region for jobs. Anyway, you should place a small airport when you go over 50k to say, but this is just an advice... Nearing 100k it becomes a must, to help commercial boost.

By 50K do you mean the city or the entire region?

The transports advisor will notify you if it's worth placing an airport. Keep upgrading your commercial zoning (see where is more convinient and stuff like that) and wait until there.

The advice is good. To summarise:

1. Airports only affect one city and have no regional effect.
   
2. The game will tell you when you need an airport.
   
3. Use the budget slider on the airport to control the expense.
   
4. Airports are mostly eye-candy and provide few jobs while taking up a lot of space.
