So whats your opinion of this? would you consider this as a problem? is there a way to fix this? or do i have to live with it?

while i showed you my city, what do you think of it in general?

You've got quite a few through roads/avenues that offer a quicker route (shorter distance) for traffic as opposed to your highways. Unlike real life, where going a little out of the way to take a highway might be a quicker route, the game functions on the shortest distance principal. Perhaps removing some of the through roads/avenues to force traffic onto the highways might help, but it might add to the commute time. Also, can't tell how many bus/subway stops you have, but maybe increasing those could help.

The traffic simulator in the original SC4 is pretty terrible with its default settings, especially as your city size increases. As CaptCity notes,

Unlike real life, where going a little out of the way to take a highway might be a quicker route, the game functions on the shortest distance principal.

The best solution here is to get the Deluxe version of the game (which contains Rush Hour, and is now quite cheap), and then install either the full NAM, or at least the NAM Traffic Simulator, which can be found in the NAM Traffic Subsystem. This will make a major distance in your city. Among other things, the NAM traffic simulator calculates routes based on the shortest commute time, and not the shortest distance, so your networks will be used a lot more rationally.

The original SC4 traffic simulator is broken; your highways won't help the traffic problems because the original simulator is not programmed correctly for Sims to recognize faster routes. To fix that city; you'll have to rip up most of your side streets, upgrade as many streets to roads as possible, and force everyone to take the highway to work.

Just wanted to post that this helped me out a lot. It seemed logical to me that sims would opt to take highways, even if they had to go a little out of the way. Good to know they don't lol. I think I'll have to start getting rid of a lot of the side-streets in my city to force them to use the avenues and highways.

The traffic simulation does not function correctly

Solution:

Purchase sc4 deluxe edition, import your city and let things process, that should help, also build more bus stops and download NAM

If you cant, replace all streets for roads, build a highway and force everyone to go to work by highway
