Does obliterating a city affect demand?

So I obliterated one of my cities to start all over. It had around 25k so it wasnt big. But I kept my dirty industry city neighbor with like 15k jobs. I started over in my new city but I cant get any demand up. My dirty demand is all the way low, and my farm and $R is high. I have 15k in my city now but cant get any demand. I have them well educated with high school, elementry, college and uni but still no demand. I even put an airport in. Any help on this?

    Residential and commercial. But mostly residential. I have high $ demand but a lot of my residents are abandoning their houses due to commute time even though its all low density res and its near the industrial city. Avenue connecting both cities. No traffic problems.

    Obliterate is a reset. However, region demands will force the revised city to post the regional demands, so you have to respond to them. Put it in turtle, and slowly build near the industrial border. You will have to create your other demands over time.

    Also ensure that the roads leading between the 2 cities are usable. If they are too over capacity, people won't use them or won't be able to get to work on them.

    I restarted a city via obliteration, and it started with very high CO$$$ demand, but no other commercial demand, plus I can't get High Tech industry demand up no matter what I do--I have nearly full education and it's taxed at 0.1% (That's far lower than anywhere else in the region), so I don't know what's wrong.

    It depends on global demand in the region. If you have no other cities in the region, the next question is: Is your game up to date at build level 640 or 641?
