Welcome to Simtropolis...

Is there a way to build an elevated rail over a road over an underground heavy rail all running parralel to eachother?

If you mean having Underground Rail running under the ElRail-over-Road, then no, those pieces don't exist. I'm not sure such pieces would be possible.

I'm pretty sure El-Rail and regular Rail are different networks and paths so there wouldn't be "lane jumping" or anything

The lane jumping may not be the issue. It may be trying to have three transit types on a single tile. I seem to remember something about that being a little tricky, but that was a while back. Perhaps things have changed...

In terms of SC4, it is theoretically possible, but since no such piece exists at the moment, it can't be done in-game. These puzzle pieces take time to do and we haven't really considered special situations like what you mention.

It's possible, but it's more difficult to mod than ordinary puzzle pieces (believe it has something to do with the ordering of CheckTypes and path stanzas). for instance, Tram-in-Road puzzle pieces can intersect heavy rail viaduct puzzle pieces without any problems.

Thank you all for the quick reply, and on New year's eve too. Happy New Year everyone. I noticed that I could build dual transit on a single tile and then after building the network, build subway underneath wherever I wished (effectively the light rail, since subway, tram, and elevated rail all work as a network). Am I missing something, or is there no way to build heavy rail elevated parallel over a road. I suppose I can't think of any real life examples like my first option, but it would do.
