So, just asking this.

CXL12 cost around 16$ in my country (legal copy here)

so, it is worth going from CXL to CXL12, are the changes and improvments worth it?,

and what kind of DRM this game uses, and can I activate it by steam?

Thanks,

Cities XL original is very limited in functionality. I would recommend you upgrade to Cities XL 2012, especially since the best mods are made for it.

"Now there are varieties of gifts, but the same Spirit. But to each one is given the manifestation of the Spirit for the common good. For to one is given the word of wisdom through the Spirit, and to another the word of knowledge according to the same Spirit; to another faith by the same Spirit, and to another gifts of healing by the one Spirit... But one and the same Spirit works all these things, distributing to each one individually..." 1 Corinthians 4-11

I'm not sure what you mean by CXL: CXL 2009 (The one with the Planet offer), or 2011? If it's the first, then definitely yes, it's worth it. If it's the second... opinions are split.

My personal opinion is - yes, go for it. There are many new buildings that make a difference in the visuals of the city, and there are cool new maps as well. The problems and bugs that exist right now will get sorted out.

If you download it from Steam, yes. The DRM is the same.

I played the first CXL and it is almost the same as CXL 2011, just more buildings, and for CXL 2012, I don't know except that it has a little bit more things.

Cities XL 2011 fixed several bugs and added all the former Planet Offer features to Solo offline play save for avatars. The 2012 DLC merely adds buildings (some of them buggy). Cities XL 2011 also added national roads.
