SimCity 4 terraforming issue

Hello,

I'm trying to make my own region, but I'm having some problems with the terraforming.

When I try to follow this terraform tutorial: https://www.sc4devotion.com/forums/index.php?topic=4640.msg148642#msg148642, I'm facing a problem with the height of the land.

The tutorial says that you have to raise the land on the beaches to 254, and than you have to smooth the beach and the raised land. But when I create a region with the terraformer, the land is automatically raised to 280 and when I want to lower it, it becomes black, except at 250, because then it becomes yellow (I think that supposed to be beach)

So why does the land become black, and doesn't it at the tutorial?

Try hitting the 'G' key when Terraformer loads up. That should get rid of the problem with the black landscape.

You all helped me out with my first problem, but now I got another problem: my brush options tool (the bar beneath where you can set height and strength) has disappeared. I've tried much key combinations and keys but nothing helps.

Can anybody help me?
