alright here are my 3 questions:

1. is it possible to drive to other cities in UDI mode? ive seen it in a couple of Youtube vids but im not sure its possible.

2. how do you import regions in sc4 when all you have is the .png and .sc4m files? when ever i try to it just shows up as a blank region

3. how do i quickly edit my region without happening to go in every area and editing them individuatly? i want to share my regions faster.

1) Don't know about this but I don't think it's possible.

2) *.sc4m files are for SC4Mapper. Search for SC4Mapper in forums for anything about it (SC4Mapper can be downloaded from SC4Devotion's LEX)

3) The game manages regions by dividing it to smaller cities, so if you're not talking about terraforming (which can be done by other programs) editing cities simultaneously is not possible.

2. Yes, there is SC4Mapper but also there is SC4 Terraformer both which you can download

3. You can't edit a region, you can only edit the cities within a region, otherwise the game would be REALLY slow. You can however edit the terrain in your region using SC4Mapper of Terraformer but you can't do that once you've build stuff on your region or it will all get erased.

Those YouTube videos probably cut the scene and added the part when they were in the other city already....

Technically, it is a horrendous task to load a city on the fly for UDI. You would get a wait of up to five minutes (maybe more) while the city files were exchanged. The old city would have to be saved and the new one invoked and then your car would have to be placed on the border coming from the other city.

UDI was a late, not great marketing add-on to the game, and I believe in my heart that the game would not be so buggy if they had taken the resources for UDI and put them into debugging. Sooner or later people get past the kiddie-car phase. The UDI is very poorly written and the GUI sucks.
