Has this park dependence?

I have a problem, I downloaded the pack of parks of the picture, but when I put them in my city the lot this one only green and the ways do not appear, maybe it has some dependence but when I downloaded it was not talking about any dependence

It is a Japanese page...and I dont speak japanese!!

PD: I have many Plugins in my PC, from the basic ones that are a dependence of many buildings up to one that special other one, for me its very difficult to say one for one which I have but if someone can say to me the plugin that I need I would help myself very much
