i cant seam to get the space port no matter how many high tech jobs i have i use the industry 4X mod

and have like about 100,000 high tech jobs in a region but no still do not get it from my city planner i primary play on easy difficulty but still do not get it i just don't get what am i doing wrong i also max out my i-Ht demand with a RCI demand mod it says you need like 25,000 high tech jobs total in your region to get it i have that many in my region i know so is like a certain difficultly that i need to play on to get it because i am
