Ther are several things that can help you:

(1) Add elevated rail or subway lines to decrease road traffic. For them to be useful, you however have to carefully analyze the traffic flow with the traffic query tool. Sims are car-fanatics, so they will use other means of transport only if they fit perfectly into where they want to go. You additionally will need bus stations for the sims to reach the el-rail / sub stations. Our sims are not fond of walking large distances, either. Personally I place a bus station every 6 .. 7 tiles along a road.

(2) Add higher capacity road networks that are included in the NAM, like the new NWM (Network Widening Mod)

Agreed, and switch your view to the traffic flow view (Choose the second display on the congestion map). If you have the NAM, this has been enhanced to really show the trouble spots and then you can get specifics from the route query tool.

Long term, upgrade the highway using RHW, or consider putting in some serious relief roads using NWM one-way roads to create service roads beside the highway. You many need to review the threads here.

With both NWM and RHW be sure to use the right transition pieces and ramps to keep your path finding working right. If you don't have the Road Top Mass Transit mod, I recommend it.

That congestion display doesn't give nearly enough information, so you should always use the traffic control view.

Adding rapid transit rail systems will reduce the pedestrian traffic, but to make them attractive to drivers, try dropping in a few parking garages at strategic stations.

Open the traffic congestion view (the one you showed) and expand the panel for it. You will find a separate radio button for the traffic flow view (right under the default one). Click on it to change the view, and you can see the amount of saturation throughout the network from 0 to 300% of capacity. The closer the colors get to the low end of the spectrum (red), the hotter the road. You shouldn't be too concerned until a road goes from pure green (100%) to yellow or redder. The legend is on the right side of the panel.

It may be useful to build another road to the industrial area of your city. The red road shown in the picture is mainly caused by work-traffic so you could solve that by building a highway, building a subway-system (with stops on many places, so this is probably very expensive) or building another road (for example a little bit to the right).

You can also use financial triggers like free public transport or toll (note: toll causes delay so you probably have to change the roads anyway).

Which version of the NAM traffic simulator are you using? With such extensive congestion, you might just want to use a version that has higher capacities for all the networks. The way to adjust the network capacities of the traffic simulator is with the Traffic Simulator Configuration Tool. If you don't already have that installed, you can get it in the NAM Traffic Subsystem download.
