I didn't find the BAT download at the EA site for SS4

If you are logged in, you should see a B.A.T. link on the right side of the homepage. That will take you to the BAT page where you should see a link to download the BAT. You should also see the SC4 game update along with the update for the Lot Editor.

You can also see the same links under the Tools section of the Cool Stuff menu.
