Commerical demand but no development

This is a chronic problem that arises every time I play SimCity 4 Deluxe:

I currently have a city with approximately 100,000 people. It is composed of a high density commercial core surrounded by medium density residential, with some high density industrial on the outskirts. My RCI indicator shows that there is high demand for all types of commercial, particuarily commercial office. Demand for residential and industrial is negative. However, there are no high density buildings in the commercial core, and they refuse to develop. As such, I often see abandonment occuring in the residential areas, as there is not enough commercial jobs for all the residents. Why would this happen?

Here is a list of mods I am using:

- NAM Traffic Subsystem

- Opera House Fix

- High Tech Jobs Fix (increases R$$ jobs in IHT due to the fact that they were missing originally - a bug)

Further Edit:

I've been doing some experimenting with a radical demand ordinance, and the results are inexplicable: massive buildings came, and the jobs were pretty much all filled. Desirability was great, the population was high enough - why didn't commercial buildings come before?

i think u need to put some low density in befor putting high in what is the commercial population?

you need something like 100,000 commercial population before commercial highrises develop. the number could easily be way higher... it takes a lot of cities before the tallest of them start popping up

    exactly, just as it takes a population of 1,100 to get any medium density and 26,000 to get any high residentail development, you need to breech some of the thresholds before the more elite structures are achieved. ill tell you the biggest of the big take mighty high thresholds but all is achievable. just keep zoning, starting new cities and zoning.for whateer demand is high for (if they want high tech, zone some highdensity industry in a place with plenty of water and power and garbage services, if they want commercial offices, zone near other commercial, give them police power). i would say it takes about 25 cities before the biggest of the big in the game are built. the more cities the more frequent they will develop.

    or you could give up and just start modding...

    Well first of all it depends on how many cities you have, as well as the number or neighbor connections you have created. I noticed specificaly that industry will develoup and residents move in due to industrial jobs, and commercial buisnesses move in with an increase of residents. One good idea would be to expand your industrial jobs. Also check desirablity, i see many high wealth jobs have been built, but placing more plazas and rewards that you can achive with the do it yourself missions could help. Expand mass transit. I see you have an el rail system running, so be sure to connect it to all the sections of your city, as well as adding a good bus system. Lower pollution to allow more residents to move in, and when a surplus of residents move in, generaly, commercial areas will rapidly develoup. Check all your factors at once, education, crime, heath, etc, because they all relate to demand in one way, and the primary goal is to attract more residents, lower wealth as well. ( i've seen alot of these patterns in 2 of my 1,000,000 + cities, commute time and residents will create growth, its also possible that your city is simply not large enough in size)

    also get the plopmatic 9000 or 6000 i dont know what number but it puts all your demand to the maximum level
