Can't find /paks

So I try to install the Unlocker v4 made by GlobexCo. But I can't find the /paks

I'm on Windows 7 and I bought my Cities XL 2011 on Steam.

So like I expected I didn't find the paks file in the Cities XL files in my pictures.

But I didn't find it here too    ->    img838.imageshack.us/img838/8133/wtfcxl2011.png

Did I searched at the wrong place?   I tried to find what was the problem with Google. But even in french when I google "Cities Xl 2011 paks can't find" or "How to install mod cities XL 2011 steam windows sevens 7" I can'T find anything

So could you help me please?

And sorry If I've done mistake with my english. That's not my native language.

Also I posted here because exept the fact I can't add any mod to my game. Cities XL 2011 run perfectly.

Edit: I already tried to just create a new file named "paks". Doesn't work for me.

 look in the folder programs .

C:\Program Files (x86)\Focus Home Interactive\Cities XL 2011

    Nothing with the name "Focus Home Interactive" in my Program Files. All is in my C:/Users/[username]/AppData/Local/Focus Home Interactive/

    Go to C:/ProgramFiles   (ProgramFiles(x86) if you're using a 64bit windows)

    (probably it's hidden on your pc, unhide folders to check it)

    Then you'll find the Focus Home Interactive folder.

    So, you installed it through Steam? From what I know having some games on Steam, they are located in C:/Program Files (x86)/Steam/SteamApps/common, and then you should be able to find the Cities XL 2011 folder in there and then the Paks folder.
