You can't join regions, but if you have time on your hands, you can make region the size of both you want to join, then import the cities from both regions.

Oh, thanks. So, there is a chance, but more difficult than I think it is.  And I can import cities in SC4 Terraformer, can't I?

No, you cannot.  The only way I know how to it is through the game.
