right now the STEX is down but all you have to do is,
1. click on a pic
2. click on the DOWNLOAD button
3. save to your PC
that's it.

You unzip the folder to MyDocuments/SimCity4/Plugins. Make sure it is unzipped! Open it to check if there are anymore zip folders, and read the read me. I thought that Compromise made perfect sense though...
