Terraformer Error

I downloaded terraformer and unzipped it, but when i click sc4 terraformer Exe, it writes:

Your signature tells us everything. .

Make sure you have at least DirectX 9 or higher. If you don't have it, download DirectX 9 here

I have the same problem.

Just updated my DirectX, still same problem. Now what?

I have the contents unzipped to SimCity 4 root directory in the Documents folder.

Please help, I want to try this. Thanks.
