Could you post some pictures of your GLR system?

Did you install the NAM for the right driving side correctly? If you rushed through the install, you would have set pieces for RHD, and judging by your picture you have a LHD game. This will cause most NAM pieces not to work. You would need to run the installer again and choose the option for LHD pieces.

The first thing that comes to my mind is that maybe you've forgotten to "activate" the stations by dragging an EL-rail over them, but I guess that if you've followed a tutorial, you've built them fine.

In the case of the quick example you've made, I think that it could happen because, as far as I know, sims always look for the shortest route rather than the fastest or more suitable route to their jobs. A sim will never walk in the opposite direction to get the GLR or the subway, instead, they prefer suffering traffic problems...

You can do two experiments to see if this line works fine, thus:

    1) Try to see what happens bulldozing the road and letting the GLR be the only way of transport between the residential and industrial area.

    2) Try to expand your residential neighbourhood westbounds, to see if this sims find taking the GLR a shorter route.

Sims will use the quickest method available to them to get to work. If that is by car, the they'll use the car. I've found that using a mass transit network in small towns will yield low usage. Try making a larger network and expand your city.

Another thing you could try and have a look at, is what the Transit Switch Entry Cost (TSEC) is set to for the stations (this can be done with the Reader). This is the value that determines how long time it takes the sims to go through the station. If this value is set too high, no one will use the station. If it's set too low, on the other hand, sims will use the station to make "shortcuts". As I remember, the SFBT stations are a bit outdated regarding to this value. For GLR stations I always set the TSEC value to 0,0064. (0,96 / 150 = 0,0064. where 150 is the speed of the GLR network)
