Tried jumping face first and got in over my head here...

I haven't installed anything, as there are so many that I don't know which ones to download...

As for what I want in my mods:

In the base game I keep running out of money and can't seem to figure out how to balance the freaking checkbook without pissing off half the city while simultaneously drowning in pollution. I might try cheats if I can't get mods to work.

My goal is a pollution free city, with all sorts of education etc... But I can't seem to get infrastructure on any but the most basic level without going bankrupt, and all of the pro- environment and recycling ordinances require money, something I can't figure out how to get.

I'm already looking at the Farming Jobs Multipliers, Industry Quadrupler, and SimoleonModd as possibilities, but I don't really know what I'm doing hence my post...

One thing you want to get is the Buggi's Extra Cheats plugin, which allows you to set how much money you want, and in the way of pollution, they have some lots that remove it. I will go take a look for them...

your goal is the end result of someone who throughly understands the game...

either get to understanding the simulator or download mods to make it easier for you...

i would say take it step by step... step one... use farms instead of dirty industry and make sure all the farms have workers... dont use any civic buildings untill you can afford them... and only put commerical on busy roads

and dont forget about region play... simcity 4 is not just one city... its a region

Installing the NAM and the CAM will do a lot to solve your problems.  I personally think that they are the two most important mods in the game, by far.  You'll still have to learn how to make your basic city work (there are plenty of tutorials around here for that), but at least you won't be hamstrung by the limitations of the original game.  I'd recommend that you stay away from the Farming Jobs Multipliers, Industry Quadrupler, etc.; CAM makes them unnecessary.  Educating your Sims will do a lot to bring in clean, high-tech industry, and the NAM will help out with vehicle air pollution, but you may want to use some of the various air purification plants that you can find on the STEX.  My favorites are the Air Purification Plant and the Compact Air Purification Plant, which are both very effective without being too radical.
