Demand Problems

My demand bars are all very high yet it seems that my zones have a hard time filling in and growing. My desirability is high as well as health and education. My crime rate and flammability are low. Ive let the game run though a few years and it does SLOWLY fill in but not like how it should. The problem gets worse as the region gets larger and it happens to all my cities at one point or another. Any ideas on how to fix this?

I am running SC4 Deluxe with NAM (Z Ultra), CAM and alot of other plugins, mostly growable buildings.

Maybe to much land covered in zones. If you go a little bit at a time and wait for that area to fill up and then move on you're problem might be solved.

I normally do only do a bit at a time (no more then 100-200 squares when demand is high) but if one area wont develop i normally zone more of the same zone in a different part of the city that might be more attractive.

Ok well since there wasn't to much help with that problem, instead of making a new thread ill add into this thread.

My first problem is that my sims are using so much water its unreal. Normally once the water usage starts to get close to its max sims do conserve and once you add more water to the system the usage does jump, but ive never had it happen like this. Over the course of a year i added 5 large water pumps that brang my supply up 1 million cu m. The problem with that is ... my citys water usage kept going up. Im sure if i added more pumps the usage would go up more but i didnt want keep building more. Any ideas what is causing the massive water usage?

Another problem is that sims traveling from home to work have long commute times causing abandonment and demand problems. As you can see from the pics below the sim dose not have a far drive to work yet it still shows that thier commute time is long. Im using Nam Z ultra. Any ideas on how to fix that too?

    1. Water usage is determined by the lots you are using. Excess water usage would be due to a custom lot (no Maxis lot does that) .. find the culprit by some sort of search algorithm by removing lots or lot segments from water until you find what is causing the demand.

    2. Using ultra which has absurd length capabilities means that is in fact not travel distance, but proper jobs for the resident wealth/education. If you use the alt-/ query and look at that house I predict you will find a very low % of the workers are in fact commuting. The % should be 40-60% depending on health, wealth, educations, etc. Less means not enough appropriate jobs.

    1) Usually it dose what is shown in the picture above but never to that extent. I have not downloaded or played differently then i normally do so im not sure how id be able figure out which lot is causing the problem. My biggest problem with finding a specific lot is almost 2 years ago i datpacked most of my files and while reformatting my computer the original plugin file was lost.

    2) The city and nabouring cities defenetly have enough jobs for the population. That city in the picture has almost no people leaving or coming into the city which helps me figure out the problem. There are 95,000 people in the city and about 90k total jobs. 10% of the pop is R$$$ 70% R$$ and 20% R$. Most of the jobs in the city are CS $$ and CS$$$. The only thing out of everything you said that could be a problem is my health. Generally untill a city gets to 200k pop i try to keep the life expectancy below 70 years old because one you get 90-100 year life expectancy the population of the city gets old and the majority of the sims are between 51 and 70, which i find causing major growth problems. I will get my health up and see what happened.
