Ample water supply but buildings still without water.

I apologize ahead of time if this has already been answered, but I couldn't find any info on the forum about it.

Okay, I have a city that is rather large (430,000 people) where the water all comes from neighbor deals with other cities.  I currently purchase more water than needed, so the city's demand for water is met by the supply, and all areas of the city should have water, and it did.

BUT, recently, I've started having portions of the city (between water pipes) not having water.  Previously, the watered area would extend 5+ tiles out from the pipes, but now, some of the pipes only have water extending out 2 or 3 tiles.  At first, I thought that I just wasn't buying enough water, but then I checked the graph and it said that the supply was still a fair bit higher than the demand.  Is there any reason why this is happening?   Any insight is greatly appreciated!

If the using city won't let you purchase more, there's a couple things you can check...

Be sure the water hasn't become polluted in the supplying cities, and check for pumps or whatever you use that have become worn out and inefficient. Either case may limit the water being sent to the using city.

they could also be demanding more for a time and the requirement cant be met with the current water deals available... why not have instead 2 cities feeding the main city water to ease the burden off your existing water city

    Thanks guys, I'm still not 100% sure of what was causing the problem, but I think that the water demand level was fluctuating and was at times not met by the supply that I was buying. I started buying water from a third city and doubled by capacity, and now I don't seem to be having anymore problems.
