SC4 + ATI Radeon 5970 + i7 930 @ 4GHz = ???

At 4GHz you should be able to do as well as most anyone with modern hardware. SC4 really doesn't care as it was built long before all the fancy stuff available today. It only utilizes ONE core so that stuff hardly matters and it uses almost none of the GPU hardware. You will have "hiccups" in getting your system properly set up for it's idiosynchroncies of your setup, but should work fine. For SC4 the most important consideration is just not "getting in it's way" and having the highest clock speed available.
