Big city help

I'm pretty brilliant at urban planning and for low wealth, and medium wealth low density cities, I can achieve paradise, perfect polution, perfect well utilized transportation systems, perfect safety, massive levels of demand, litterally nothing wrong with the city. My problem though is when I try to build up, even when I control my city into a poor state and have plenty of parks I just cant get it to zone up right. I get stuck in this stage at about 100,000 people where everyone in the city just abandones everything, and for whatever reason stop using all of my mass transit options, even without rich people I still have this problem. Someone I heard mentioned that you need all wealth types working at a job, but my cities get in that 100,000 mark and poor people wont move in even with demand at absurb levels.

Also I cant get high-tech jobs to stay in city, demand spikes and then dissapears permanently.

I'm sure there's something I'm doing wrong in the building process, any advice?

Cities that are established (as you mention there) won't "upgrade" by kicking out rich to settle poor (relative terms).. if you want R$ to move in you have to either bulldoze some R$$ and/or R$$$ OR you have to add more zoned areas (while taxing out the R$$ and R$$$ to keep them from taking over your new zoning.. once you get a nice group or 40% or so R$ moved in, you may lower taxes carefully to rebuild any $$ and $$$ that may have moved out (normally they don't leave, but if you bulldozed them) While you're doing this it is also a good time to be sure you add high density zoning.. and you may have to mark R$ residences.. at least the high density ones..  as "historical" to keep them from getting kicked out by the richer folk.. all of this is a bit of a problem in the way the designers chose to assure "upward development". unfortunately it also can block it too as you have noted. Be sure these new high density units have excellent transportation access going to the jobs unless you  have mixed R,C and I together to keep commute times very low

You need to upgrade your wealth levels. The reason there is those no- job zots is because your people have no jobs OR cannot reach their job in time.

  Has anyone tried to make a mod that lets a higher stage low wealth build over a lower stage high wealth?  Or is it simply too deep into the core program?
