Removing growth caps on sim city 4 ? ? ? ? help !!

 Ok so im making a city and after a while when the city starts to get big , development is soooo slow , and sometimes some of my zones dont ever grow . 

I have placed appropriate education , health , police  and more facilities ! 

Even parks and everything i have put because i heard they increase the population caps . . . 

but eventually even they dont work . 

So i was wondering what things i can do to remove the population/growth cap ? 

Is there any mods for it or anything ?

I rarely have this problem.... why do you conclude you have a CAP problem? A CAP will show FLAT ZERO demand.. if you don't have that, you aren't CAP'd

Your city could be going through a recession (did i spell that right?). They usually cause slow development, if you try to create more jobs in a neighbouring city and provide adequite (i know i didnt spell that one right) transport links then that should (in theory) bring more growth.
