SimCity 4- weird glitches and stuff

Hi guys i just installed the SC4 on my PC and i have bugs like when i drag the roads and those constructors are disappearing even when im trying to builds some lots and all those stuff and the city is like a ghost city cuz no people are walking and no cars are going in the city and the backround is black and i really need help. Here are my specs:

Intel Core Duo E7300: 2.66GHz

Ati Radeon HD4850 512MB

2GB ram

500GB HDD

Windows Vista Home Premium (SP1)

Check the graphics option to see if they are still on low, and the automata settings.
